Follow the guide below on how to reset iPhone 4S but make sure to backup your important data first:
Hard Reset:
Press and Hold the Home and Power button for around 10 seconds, let it go when the Apple logo comes up.
Hard Reset + Restore:
Step 1. Connect your iPhone 4S to your computer and iTunes should pop up (make sure you have it installed).
Step 2. Hold the Home and Power (screen wake/sleep button) for 10 seconds.
Step 3. Once the Apple logo appears on your iPhone let go of the power button but keep a finger on the home button for a few more seconds till iTunes detects your device.
Step 4. Now press hold Shift and click on Restore. Select the latest ISPW file available, you can download them from here.
Step 5. After iTunes is done resetting your iPhone 4S it will ask you if you want to restore your data. Choose yes if you do.
